Federal Law No. 312-FZ of July 3, 2016 “On Amendments to Article 36 of the Federal Law “On Education in the Russian Federation” amended Part 5 of Art. 36 of the Federal Law of December 29, 2012 No. 273-FZ “On Education in the Russian Federation”, which come into force on January 1, 2017, according to which the procedure for assigning state social scholarships to students has been changed.

In order to find out whether a family is poor, it is necessary to compare the family's average per capita income for three months with the subsistence minimum for socio-demographic groups.

For your information: at present, the living wage for the able-bodied population in the Vladimir region is 10,206 rubles per month, for pensioners - 7,882 rubles, for children - 9,289 rubles.

State social assistance is assigned on the basis of a citizen’s application submitted to the department of social protection of the population at the place of residence (stay) or through a multifunctional center for the provision of state and municipal services on his own behalf (for low-income citizens living alone) or on behalf of his family.

The application shall contain information on the composition of the family, income and property owned by the citizen (his family).

The amount of state social assistance is 1385 rubles. The document confirming the appointment of state social assistance will be a certificate of the established form.

The received certificate will need to be presented to the educational institution for the appointment of a state social scholarship.

The state social scholarship is assigned to the specified category of students from the date of submission to the educational organization of a document confirming the appointment of state social assistance, for one year from the date of assignment of state social assistance.

For example, on February 18, 2017, a student submitted a document confirming the appointment of state social assistance, the date of issue of which is January 21, 2017. Thus, the state social scholarship is assigned and paid to the student from February 18, 2017 to January 21, 2018.

3. Scholarship of the President of the Russian Federation

5. Moscow Government Scholarship

6. Named scholarships and grants

7. Social payments

Social payments are assigned without competition to students who meet the stated requirements and study full-time at the budget department. These payments include:

  • state social scholarship. It does not depend on academic performance and amounts to at least 2,553 rubles per month for university students and at least 928 rubles per month for students of technical schools and colleges. It can be received by students of budget departments of full-time education, permanently registered in Moscow, if they received social assistance during the year before applying for a scholarship.   • increased state social scholarship. It can be issued by students of the 1st and 2nd courses who study well and perfectly and fulfill at least one of two conditions: they are entitled to a regular social scholarship or have not reached the age of 20 and have only one parent - a disabled person of group I. Taking into account the increased social scholarship, a student cannot receive less than the subsistence minimum established in Russia as a whole for the fourth quarter of the year preceding the year when the university scholarship fund was formed;
  • help for student families. If both parents (or a single parent) are full-time students, and the child is less than three years old, in addition to basic payments at the birth of a child, they can apply.

Social scholarship the following categories of students who are studying in any Russian educational institution:

The state determines the minimum amount of any type of scholarship paid in an educational institution.

For example, social stipend equals:

  • 730 rub. monthly, if we are talking about a college, technical school, college or other secondary vocational educational institution;

Latest innovations

Previously, a social scholarship was assigned to all students who theoretically have the right to receive assistance from the state. The presence of this uncertainty in the law allowed many students, due to the low level of income during their studies, to enroll themselves in the ranks of low-income citizens and apply for a social benefit.

But, in 2018, it was decided to make some clarifications, namely, the registration of the scholarship allowance is now only available to those students, which can confirm the fact of receiving state social assistance. The award of the scholarship is made from the date of submission of documents to the educational institution and lasts 1 year from the start of payments.

  6. Each university has the right, at its discretion, to increase the amount of social assistance for students. But, at the same time, such costs will not be covered by budgetary funds.
  7. When calculating social scholarships for residents of the Far North or other regions with difficult climatic conditions, a multiplying factor should be applied.
  8. Currently, students receiving higher education can count on the “minimum salary” of 2,010 rubles, and for students receiving secondary vocational education, this amount is fixed at the level of 730 rubles.
  9. Students of 1-2 courses who receive high marks during the sessions can count on an increased social. assistance, the amount of which will vary in the range from 6,000 rubles. up to 13,000 rubles

Paragraph 1 of Part 1 of Art. 4.2 of the Law on Education supplemented part 1.1:
“From September 1, 2017, indexation based on the actual consumer price growth index for 2016 of payments provided for by Part 10 of Article 36 of Federal Law No. 273-FZ of December 29, 2012 “On Education in the Russian Federation”, in terms of taking into account the level of inflation at the establishment by the Government of the Russian Federation of standards for each level of vocational education and categories of students”.
In this regard, the Federal Law of December 19, 2016 No. 415-FZ “On the federal budget for 2017 and for the planned period of 2018 and 2019” provides for funds to increase the amount of scholarships for students of educational institutions of vocational education.
When setting standards for the formation of a scholarship fund, this indexation is taken into account by the Government of Russia.

How is the scholarship fund formed?

To date, Decree of the Government of the Russian Federation of December 17, 2016 No. 1390 (hereinafter referred to as Decree No. 1390) establishes the following standards for the formation of a scholarship fund for the relevant categories of students (students):

6. Postgraduate students, residents, assistant trainees who study full-time at the expense of the budgetary allocations of the federal budget, in the manner established by the federal executive body that performs the functions of developing and implementing state policy and legal regulation in the field of higher education, are assigned government scholarships.

7. The procedure for assigning state academic scholarships to students, state social scholarships to students, state scholarships to graduate students, residents, assistant trainees studying full-time at the expense of budgetary appropriations from the budgets of the constituent entities of the Russian Federation and local budgets is established by the state authorities of the constituent entities of the Russian Federation and local authorities.

8. State academic scholarships for students, state social scholarships for students, state scholarships for graduate students, residents, assistant trainees are paid in amounts determined by the organization carrying out educational activities, taking into account the opinion of the council of students of this organization and the elected body of the primary trade union organization (if such a body exists). ) within the limits of the funds allocated to the organization carrying out educational activities for scholarships for students (scholarship fund). 9. The amount of state academic scholarships for students, state social scholarships for students, state scholarships for graduate students, residents, assistant trainees, determined by the organization carrying out educational activities, cannot be less than the standards established in accordance with part 10 of this article.

10. The size of the scholarship fund is determined based on the total number of full-time students at the expense of the budgetary allocations of the federal budget in accordance with the rules for the formation of the scholarship fund at the expense of the budgetary allocations of the federal budget and the standards established by the Government of the Russian Federation for each level of vocational education and categories of students with taking into account the level of inflation. 11. Students - foreign citizens and stateless persons, mastering the main professional educational programs full-time, are paid state academic scholarships for students, state scholarships for graduate students, residents, assistant trainees, if they study at the expense of the budgetary allocations of the federal budget, the budgets of the constituent entities of the Russian Federation and local budgets, including within the limits of the quota established by the Government of the Russian Federation, or it is provided for by international treaties of the Russian Federation, in accordance with which such persons are accepted for training.

12. The amount of scholarships established by the President of the Russian Federation or the Government of the Russian Federation and the procedure for their payment are determined by the President of the Russian Federation or the Government of the Russian Federation.

13. Personal scholarships are established by federal state bodies, state authorities of the constituent entities of the Russian Federation, local governments, legal entities and individuals who determine the amount and conditions for the payment of such scholarships.

14. Students of the preparatory departments of federal state educational organizations of higher education, who study at the expense of budgetary appropriations of the federal budget, are paid scholarships in the amount determined by the Government of the Russian Federation, and in the manner established by the federal executive body responsible for the development and implementation of state policy and regulatory - legal regulation in the field of higher education.

15. Professional educational organizations and educational organizations of higher education that provide public services in the field of education at the expense of budgetary appropriations of the federal budget are allocated funds for the provision of material support to needy students in the amount of twenty-five percent of the size of the part of the scholarship fund envisaged by it, intended for the payment of state academic scholarships for students and state social scholarships for students, funds for organizing mass cultural, physical culture and sports, health-improving work with students in the amount of a monthly part of the scholarship fund intended for the payment of state academic scholarships to students and state social scholarships for students, for educational programs of secondary vocational education and twice the monthly size of the part of the scholarship fund intended for the payment of state academic x scholarships for students and state social scholarships for students, for educational programs of higher education. Material support to students is paid in the amount and in the manner determined by local regulations adopted taking into account the opinion of student councils and representative bodies of students.

16. Organizations carrying out educational activities have the right to establish, at the expense of funds received from income-generating activities, various types of material support for students.

17. The amount, conditions and procedure for cash payments to students of federal state educational organizations for educational programs in the interests of defense and security of the state, law and order are determined in the manner established by federal laws.
